General Policies and Safety Guidelines for Non-SBITC Health Safety and Environment Initial Issue Date: 23/01/2015 Revision Date: 22/04/2024 General Policies and Safety Guidelines for Non-SBITC Personnel Revision No. 4.1 I. Introduction SBITC is committed to the safety and security of everybody conducting business with the Terminal and so with its equipment, machinery, and other facilities within it. SBITC Management created the following guidelines, programs, and regulations while within the Terminal premises. II. Guidelines A. “No Tipping” Policy No tipping policy is strictly implemented in SBITC. In line with our commitment to protect our employees as well as our clients that may be viewed as giving more favor to those clients who give “tip”, SBITC Management ensures that services given to its clients are fair and equal. B. Vehicle Requirements Private vehicles – All vehicles entering the terminal must have the basic flashing amber light and the driver must have undergone a driver’s orientation and yard familiarization. Service vehicles for contractors and suppliers, aside from the basic flashing amber light, vehicles should have company markings on at least two (2) sides of the vehicle. This is in support of the RA 4136 and under DOTC-LTO (MC-89-105). For trucks, company markings on at least two (2) sides of the driver’s cabin and the LTO plate number must be visible on top of the tractor head. (Refer to Annex C for details). Note: For consideration, a verbal warning will be issued to all private vehicles and trucks entering the terminal for the first time that do not comply with the requirements. A copy of this guideline will be provided to them for reference and compliance. C. General Guidelines drivers and all non-SBITC personnel are prohibited from entering the terminal without the permission of the SBITC Management. drivers, including Boarding Officers are not allowed to tour the terminal without a Safety/Security escort. All port users are required to comply with all prohibited, mandatory and warning signs inside the terminal. Minors (18 years old below) will not be allowed inside the terminal yard. For basic safety and personal comfort considerations, persons with disability are generally discouraged from entering SBITC Terminal. SBITC and HSE Officers reserve the right to conduct announced or unannounced inspections to ensure compliance with the Terminal HSE requirements and legal requirements. Operations may be halted, or personnel directed off the terminal by the decision of the OP Manager, for any intentional violation or if there is an imminent danger to life. Unlawful acts committed by persons on the terminal of any type shall be referred to the HRD and will further be handed over to the SBMA Law Enforcement Department. All persons on the terminal shall conduct themselves in an orderly and professional manner. The use of discriminatory language is strictly prohibited. SBITC Management reserves the right in its sole discretion to have persons removed or suspended from the terminal for improper conduct. Person under the influence or in possession of illegal drugs and/or alcohol will not be allowed to enter the Terminal. Persons found using or possessing such substances shall be endorsed to HRD and will be turned over to SBMA Law Enforcement Department. No person will be granted access to a vessel without prior approval of the Master of the vessel or Shipping Agent and from SBITC Management. Contractors/Suppliers, chandlers, agents/brokers attending container examination/inspection, truck drivers and other port users who have activity inside the terminal yard are required to attend HSE Orientation prior to commencing work. A “Permit To Work” (PTW) must be acquired from HSE Office for activities associated with great risks and hazards. Activities may be but are not limited to confined space, work at heights, excavation, electrical activities, hot/cold works. Personal Protective Equipment (hard hat, safety shoes, high visibility vest) must be worn at all times while inside the Terminal. Additional PPE may be required depending on the risk assessment and controls identified. Wearing sandals, slippers, shorts and sandos are strictly prohibited. Any weapons deemed capable of causing mass casualty are not permitted inside the terminal. Ammunition and explosives are prohibited on the terminal without the proper permits, handling procedures defined and permission of SBMA and SBITC Operations OIC. Photography and video recording within the Port Facilities are prohibited without permission from SBITC Management. Use designated pedestrian lanes when going on foot to reach the destination or workplace. No smoking. As part of the safety and health program of SBITC and pursuant to the Executive Order No. 26 entitled Providing for the Establishment of Smoke Free Environments in Public and Enclosed Places, SBITC management implemented a “No Smoking” policy in all areas. The designated smoking area is across the street from the admin entrance gate. Use of firewater/hydrant is prohibited, except for firefighting activities by authorized officers. No littering. All trash and other wastes shall be properly disposed of in the trash bins located around the terminal premises. No fishing or swimming in port waters near SBITC Terminal. Use available toilets in the terminal. Strictly urinating and excreting are not allowed inside the yard. No horse playing. (i.e. instigating a fight, truck racing, unwanted behaviors, etc.) Deadly weapons such as but not limited to firearms, swords, knives, crossbows and the like are not allowed inside SBITC premises. No loitering. Offices and other structures are considered restricted areas. Visiting terminal premises should have an approval from SBITC Management and be escorted by Security personnel or Department Head appropriate on that visit. D. Traffic Rules & Regulations Observe official traffic flow of the terminal. (Map is shown in Annex D) Observe maximum speed of 20KPH while inside the container yard. Park only at the designated parking area. No parking in crane trails, electrical panels, explosive tanks, dangerous goods, or motor pool area. No abandonment of trucks while inside the terminal premises. No tail gating. Observe a 6-ft. safe distance from truck/vehicle in front of you. (3 seconds rule) No overtaking. No hitch riders. E. Driver’s Guidelines Drivers with illness or not in a good state of health are advised not to drive. No driver’s license, no entry. Expired driver’s license, no entry. All drivers should undergo HSE Orientation and be registered to the system before prior to the first transaction at the terminal. No sleeping/sitting underneath of any vehicle and equipment. Drivers must remain inside their trucks unless it is necessary to descend from the truck. Wear proper PPE (visibility vest, hard hat, and safety shoes) when not inside the truck. All drivers are strictly required to wear seatbelts while driving. No usage of cellular phones and other mobile devices while driving. Likewise, headphones and Bluetooth earphones are not allowed. Observe necessary caution to all other equipment moving around the terminal. Never drive under suspended loads (i.e. under load of Reach Stackers, Quay Cranes and RTGs). Chassis twist locks must remain locked while driving inside the Terminal. Practice driving is not allowed inside the terminal. F. Truck Safety Guidelines Pre-operational check-up. Check truck condition before usage. To prevent untoward incidents inside the terminal caused by non-SBITC personnel, no truck will be allowed to enter the terminal with discrepancies (i.e. no LTO plate number, broken or damaged twist locks, chassis, headlight, tires, seatbelts, wipers, etc.). Ensure that a fire extinguisher is available in your vehicle. Keep the headlight turned on at night. No truck repair and maintenance activity inside the terminal premises. III. Workplace Control and Safety Practices A. Emergency Guidelines These emergency guidelines outline procedures to be followed in the event of various emergency situations in the port to ensure the safety and well-being of our employees, drivers, contractors and other port users. Fire Emergency Do not panic. Report immediately to SBITC HSE at 252-6477 or 250-2252. Know floor plans of the building and familiarize the fire exits. Turn off electrical power if possible and if it’s safe to do so. Locate the nearest fire extinguisher and try to put out the fire if controllable. Always ensure that you have a safe egress route. Evacuate if you cannot extinguish the fire, do not jeopardize personal safety. Do not break windows. Do not open a hot door or if smoke is visible. Do not attempt to go back to save possessions and other things. If trapped in a room with smoke, cover your nose and mouth with damp cloth, crawl towards exit, using walls as guide. Go directly to the safe area. Do not return to the affected area unless declared clear by appropriate authorities. Medical Emergency If someone requires medical assistance, immediately call SBITC HSE or Operations Center at 252-6477 or 250-2252. Administer first aid if trained to so do and if safe. Advise immediate supervisor or shipping agent to arrange medical services in case there is a need to conduct the patient to the nearest hospital. Provide clear directions to the location of the medical emergency to the responding personnel. Stay with the individual needing assistance until emergency responders arrive. Earthquake Know the earthquake hazards. Familiarize the exit routes. Evaluate structural soundness. Do not panic. Stay calm when inside a structurally sound building or even at home. Whenever possible, quickly open the door for the exit. Drop, cover, and hold during the earthquake. Stay away from glass windows, shelves, cabinets and others. Check for falling or hanging debris as it may occur continuous aftershocks. Be prepared for aftershocks. Once shaking stops, take the fastest way out of the building. Go directly to the designated assembly area in front of Admin Building and East Gate. Account for all evacuated persons, including the number of recorded victims treated with minor injuries and those who were transported to the hospital. Typhoon SBITC monitors local weather conditions thru various local weather services. Wait for the announcement of SBMA authorities, Philippine Coast Guard or SBITC management for port operations activities. SBITC will release an advisory related to port operations in line with the current weather conditions. Civil Disturbance Report any found disturbance inside or near SBITC premises to SBITC management. SBITC management will report to SBMA authorities for assistance. Secure the port immediately. In case of incendiary devices, have the extinguishers readily available. Call SBMA Fire Department for assistance. Temporarily no admittance of drivers to the terminal. Chemical Spill Report any identified chemical spill to SBITC HSE. Never touch, smell, or walk through the area of spilled chemical. Eliminate all ignition sources. Wait for the personnel who are authorized to handle such spill. Approach the spills off wind. Do not clean-up or dispose of, except under supervision of a specialist. Prevent entry into the waterways, sewers and confined area. combustibles (i.e. wood, paper, oil, etc.) away from spilled material. Minimum PPE requirements in entering the terminal are wearing of hard hat, safety shoes and visibility vest. must be highly visible color (luminous orange or green or yellow) and provide 360° coverage around the torso with horizontal and vertical reflective strips of at least two (2) inches wide. (See Annex B for full guidelines.) must be always worn whenever inside the terminal. an appropriate type of PPE (i.e. gloves, goggles, masks, etc.) according to work activity. No person wearing sando, shorts and slippers will be allowed inside the terminal. drivers should fill out “SBITC driver’s Form” and submit it to the sponsoring department they intend to visit where their meeting/activity is scheduled. should be registered upon arrival and issued a color-coded pass. must be escorted or supervised while on company premises. and service providers must adhere to safety protocols and guidelines while working on-site. B. Personal Protective Equipment C. driver Management D. Minimizing Exposure to COVID-19 or any related illness at Work Get vaccinated. Encourage personnel who are sick or not feeling well to stay at home, it is advisable not to go in the terminal and seek medical attention if needed. Observe precautionary measures recommended by WHO and DOH. Clean hands frequently with alcohol-based hand rub or soap and water. Cover your mouth and nose with a bent elbow or tissue when you cough or sneeze. Dispose of used tissues immediately and clean hands regularly. Avoid smoking and sharing cigarettes, vapes, lighters or other e-cigarette items. Utilize technology as a means of communication when conducting meetings with clients (e.g. SPAMs or Ships Pre-Arrival Meetings). Forums and conferences are recommended to be held online or via webinars. Encourage the use of wire transfers or online payment instead of physically paying dues at our Billing Office. Strictly bring your own PPE when working inside the port premises.
